Chicken Katsu Curry Rice

The curry recipe is from Just Hungry (the sister site of Just Bento)
Japanese style Beef Curry
6 to 8 servings.
450-500g stewing beef cubes (Since I ate the curry with chicken katsu, I didn't use meat)
6 large onions, sliced then sweat
3 cloves garlic, crushed
2.5 cm fresh ginger, sliced
400 g crushed tomatoes
1 stock cube
1 bay leaf
1 star anise
2-3 Tbsp garam masala
3-4 large carrots, cut to bite size pieces
1 medium eating-type apple, grated (optional)
3-4 medium potatoes, cut to bite size pieces
Oil or butter
Optional: 1 cup frozen green peas
Salt and pepper
For the curry roux:
3 Tbsp butter, ghee, clarified butter or oil, or a mixture
4 Tbsp white flour
1 1/2 to 2 Tbsp curry powder, or more to taste
